Dr. Manohar Singh Appointed 12th Chancellor of the University of Wisconsin–Oshkosh

The University of Wisconsin–Oshkosh (UWO) announced today that Dr. Manohar Singh has been appointed as the 12th Chancellor of the institution.

Dr. Singh, who currently serves as the interim president of Western Connecticut State University (WCSU) in Danbury, Conn., will officially assume the role on July 1, 2025.

His appointment was approved unanimously by the University of Wisconsin Board of Regents on April 15, 2025, following a recommendation by the Chancellor Search and Screen Committee.

A Proven Leader in Higher Education

Dr. Singh’s extensive background in higher education administration, finance, and leadership makes him a highly qualified choice to lead UWO into its next chapter. 

Since taking on the role of interim president at WCSU in 2023, Dr. Singh has garnered attention for his successful leadership, particularly in restoring the university’s financial stability.

Under his stewardship, WCSU not only reversed years of declining enrollment but also introduced new academic programs and expanded its athletic offerings.

These accomplishments highlight his ability to balance financial health with academic growth, an approach that will be crucial as he steps into the role at UWO.

Regent President Amy B. Bogost praised Dr. Singh’s leadership track record, noting, “Dr. Singh’s ability to focus on student success while balancing the books will be critical at UW-Oshkosh.

His impressive work in Connecticut, navigating complex enrollment and financial challenges, speaks to his capability to lead in today’s evolving landscape of higher education.”

 

Singh’s Vision for UWO

Upon his appointment, Dr. Singh expressed his deep admiration for the UWO community and his excitement about the future of the university.

As a first-generation college graduate himself, Singh understands the transformative power of higher education and aims to further cultivate an environment at UWO that encourages innovation, engagement, and growth among students, faculty, and staff alike.

 

 

 

A Rich Background in Academia and Leadership

Before assuming the interim presidency at WCSU, Dr. Singh served as the Dean of the School of Graduate and Professional Studies at Southern Connecticut State University.

His leadership experience spans multiple institutions, including Humboldt State University in California, Penn State University, Abington, and Long Island University Post in New York.

He also holds an academic background in finance, having taught as a professor at various universities.

Dr. Singh’s academic qualifications are equally impressive. He holds both a bachelor’s and a master’s degree in economics from Punjab University-Chandigarh in India, a second master’s degree in economics from the University of Waterloo in Canada, and a Ph.D. in finance from Southern Illinois University.

His educational journey and professional experiences have equipped him with a broad perspective on the challenges and opportunities facing higher education institutions today.

Focus on Financial Stability and Student Success

A key area of focus for Dr. Singh’s leadership will be ensuring the financial sustainability of UWO while enhancing the student experience.

His proven ability to navigate financial challenges and drive enrollment growth at WCSU positions him well to address similar challenges at UWO.

His leadership style emphasizes financial prudence without compromising the quality of education or the support systems for students.

Jay Rothman, president of the University of Wisconsin System, expressed confidence in Dr. Singh’s ability to lead UWO forward: “As a collaborative leader who builds consensus, Dr. Singh’s background in finance and administration will further benefit UW-Oshkosh.

A Transition of Leadership

 Dr. Singh will succeed Chancellor Andrew Leavitt, who will return to UWO after a year away to teach chemistry.

Chancellor Leavitt’s contributions to the university during his tenure are widely acknowledged, and his decision to return to teaching is welcomed by the UWO community.

The appointment of Dr. Singh marks an exciting new chapter for the University of Wisconsin–Oshkosh, one that promises continued growth, academic innovation, and a renewed commitment to student success.
