Indian American technology executive and civic leader Ajay Bhutoria has been appointed to the California Board for Professional Engineers, Land Surveyors and Geologists by Gov. Gavin Newsom.
Bhutoria, a Fremont resident, joins the state regulatory body as a public member. The board operates within California’s Department of Consumer Affairs and oversees the licensing and professional practice of engineers, land surveyors and geologists. Its work is designed to protect life, health, property and the public welfare.
The governor’s office announced the appointment Sept. 30. The position does not require confirmation by the California Senate and carries compensation of $100 per day.
Bhutoria has served as founder and principal of Global Business Consulting Services since 2006. His professional background spans enterprise technology, software architecture and digital transformation. He has advised large companies and public-sector organizations on business systems, human resources technology and operational modernization.
He has also held a federal public-service role. From 2021 through 2024, Bhutoria served on the President’s Advisory Commission on Asian Americans, Native Hawaiians and Pacific Islanders. The commission advises the federal government on policies affecting these communities.
During that service, Bhutoria worked on issues involving economic opportunity, language access, immigration and government services. He has also participated in civic engagement efforts intended to increase voter participation and expand access to public information.
Bhutoria earned a Bachelor of Technology degree in chemical engineering from the National Institute of Technology, Tiruchirappalli, in India. His combination of technical training, private-sector experience and public service gives the board added perspective as engineering and regulatory systems increasingly intersect with artificial intelligence and other emerging technologies.
In the new role, Bhutoria will help oversee standards for professions that shape California’s infrastructure, buildings, land development and natural-resource work. His appointment places an Indian American technology leader on a state board responsible for public safety and professional accountability across some of California’s most consequential technical fields.
